
The consent
In May 2022, outline consent was granted by Uttlesford Planning Committee for up to 155 homes. This means that the principle of development on the site has been established.
What is a Reserved Matters application?
An outline application is the first stage of a planning application, where the committee are asked to consider the principle of developing a site (e.g. number of homes, play spaces, public open space).
Following approval of an outline application, a developer will then submit a Reserved Matters application. This asks the committee to consider specific details, such as the design and layout, of the development that has already been approved. It is this that Bellway are currently consulting on, inviting residents to offer their views on the details before submitting their application to Uttlesford District Council.
New homes
Bellway will deliver a variety of homes on the site, with a view towards both reflecting the existing development in Takeley and making efficient use of the site.
To that end, there will be a low density of housing and homes will generally be two storeys – with potential for some two-and-a-half storey dwellings at key focal points. Notably, the density and the height will be guided by the setting of the Church of the Holy Trinity.
This will include 2, 3, 4 and 5-bed houses as well as 1 & 2- bed apartments. There will be a range of properties on the site, supporting varying needs for future residents. In addition to this, several properties will be bungalows in order to ensure wheelchair accessibility – and there will also be several self-build/custom-build plots to ensure a variety of housing types on the site. Alongside this, Bellway will also be delivering a natural children’s play space (of around 0.04ha) as part of the development.
40% of the new homes provided will be affordable. In order to create an inclusive community, the affordable housing will be visually consistent with open market homes – and affordable homes will be pepper-potted throughout the development. Uttlesford is facing significant housing affordability issues, and this proposal will deliver much-needed, high-quality, new homes.
A Sustainable Location
There are close local amenities within the village of Takeley for new residents, including a post office, pharmacy, and community café. It is also located close to two employment areas, including the modern Stansted Centre to the south of the site. Roseacres and Takeley Primary Schools are also located within the village. Other services, such as GP surgeries, hospitals, and secondary schools, are located in Bishop Stortford and Great Dunmow.
Takeley is also located close to Stansted Airport, which also provides employment opportunities.
The site has strong links to public transport, with a nearby bus stop (within 400m to the east of the site) and the Stansted Airport rail station – which is approximately a seven minute cycle ride from the site. Alongside this, the site also connects to a good quality network of footpaths and Public Rights of Way.
